Question asked in the House of Commons, April 21, 1910.
Mr. Lincoln,-To ask the Secretary of State for Foreign Affairs, whether, in view of the fact that the Japanese Government have opposed the construction of the Chinchow-Aigun Railway, which, apart from the junction, runs throughout on Chinese territory, he will say what action he proposes to take, in view of the Anglo-Japanese Treaty of 1905, one of the objects of which was the preservation of the common interests of all Powers in China by ensuring the independence and integrity of the Chinese Empire and the principle of equal opportunities for the commerce and industry of all nations in China.

The honourable member's question is based on a misapprehension of the facts. The Japanese claim participation in the line if it is built.
